FAOD I assume that this is to be taken as an amendment to Gunnar's,
which replaces the whole text with your text.  (Otherwise it would end
up in a separate vote.)  On that basis,

I do think this is unnecessarily verbose.  2a is entirely redundant
because obviously if a participant declassifies their own material
they do so with their own consent, so are permitted to do so under 2b.
