Why not just make Choice 2:
Packages should support sysvinit for jessie.
Otherwise, if you all aren't able to agree, just:
Choice 1: Proposal
Choice 2: Amendment A
Choice 3: Amendment B
Choice 4: Amendment C
Choice 5: Further Discussion
and we can get on with the voting.
