This suggestion does not belong on -vote.  You would need to
discuss this with the stable release manager instead (though I
understand he's already given an answer of "no" to this).

Because trying to force this kind of a technical decision via a GR is
bullshit, unless you're going to follow with another GR that says "the
Debian project resolves to fashion a new release team out of clay and
authorizes the DPL to breathe life into them so that there will never be
a shortage of qualified volunteers to fulfill our requests ever again".
