This is my main problem with the proposal too. I suspect that some (all?) of other tactics have been used, but I am not voting on my suspicions over this. I am not going to work hard to gather the evidence because even the proposers are too lazy to do it yet, so this GR can't be that important. It smells like a platform-builder for future destructive criticism from amd64 DDs, although I hope I'm wrong on that.
