At least one of the people involved (Mr. Troup) has been *shown*,
previously, to exercise "pocket veto" of decisions under his domain by
refusing to act on them in any positive *or* negative fashion for *years*.
A decision to maintain the status quo by inaction remains a decision;
requiring an expressed decision when one of the primary issues at hand is a
lack of communication of such things is just plain silly.
Again, not that I support the GR as it stands, but I would support an
amended version of similar intent but lesser scope, expressed as a clear
directive to the ftpmasters.
