Second Call for votes for the Constitutional Amendment GR to disambiguate section 4.1.5



Hi,

      [At the time of writing, just into the second week of the
       voting period, 171 ballots have been received, with 42 being
       rejected, resulting in 124 valid votes from 129
       developers.

       This trails the participation in this years DPL vote (which in
       turn trailed last years DPL vote), where at an analogous time,
       259 ballots had been received, with 58 rejected, resulting in
       200 valid votes from 192 developers.]

  Note worthy NEWS: Thanks to Romain Francoise, a major bug in Devotee
  was finally tracked down (having to do with CRLF vs NL line endings,
  so people with evolution and Gnus+pgg may find devotee more
  accomodating. I apologize to people whose ballots were rejected
  because of this bug in Devotee [NB: no ballot has been rejected
  since the fix went into effect].

	Further: all three proposals have passed Quorum requirements
 (indeed, they did so within the first 72 hours of the polls being
 open).

       Some of the interesting tidbits are that the quorum
 determination method has been automated. I have updated quorum
 calculations from the beginning of the vote (6 more developers were
 added in this period)
 Current Developer Count = 928
 Q ( sqrt(#devel) / 2 )  = 15.2315462117278
 K ( 3 x Q )             = 45.6946386351835

       Also, there is a list of all the 928 developers who have=20
   a) got a key in the debian keyring
   b) Belong to group 800 according to Debian LDAP (the Debian group)
   c) Have the fingerprint of their key registered in LDAP

       That page also has a link to the statistics being kept about

 where you can see an hourly updated view of the rate at which ballots
 are being received, the numbers of ballots passing through the
 various stages of processing, and the names of the people who have
 voted so far

       There is a dummy tally sheet in place while the voting period
 is open, which shall be replaced by the real thing when the voting is
 done.

       One of the glitches that has shown up in this vote is that if
 people sign the ballot with a sub key, and the fingerprint of that
 sub key is not registered in LDAP, the stable version of GPG
 (vote.debian.org runs woody) does not provide information about the
 primary key, so Devotee has no way of correlating the signing key
 with the LDAP information. This shows up as the difference between
 ballots that have passed the gpg check, and thse that have passed
 LDAP scrutiny on the statistics page.

       Devotee (DEbian VOTE Engine) is now available on a public
 source code repository, namely srivasta@debian.org--2003-primary at
 http://arch.debian.org/arch/private/srivasta/archive-2003/. The vote
 is being conducted with the latest patch release from the devel
 branch of devotee.

     Votes must be received by Wed, Oct 29 23:59:59 UTC 2003.

The following ballot is for voting on a General Resolution to amend the
Debian Constitution to disambiguate section 4.1.5.  The vote is being
conducted in accordance with the policy delineated in Section A, Standard
Resolution Procedure, of the Debian Constitution.

HOW TO VOTE

Do not erase anything between the lines below and do not change the
choice names.

In the brackets next to your most preferred choice, place a 1. Place a
2 in the brackets next to your next most preferred choice. Do not
enter a number smaller than 1 or larger than 4. You may rank options
equally (as long as all choices X you make fall in the range 1<= X <= 4).

To vote "no, no matter what" rank "Further Discussion" as more
desirable than the unacceptable choices, or you may rank the "Further
Discussion" choice, and leave choices you consider unacceptable
blank. Unranked choices are considered equally least desired choices,
and ranked below all ranked choices. (Note: if the "Further
Discussion" choice is unranked, then it is equal to all other unranked
choices, if any -- no special consideration is given to the "Further
Discussion" choice by the voting software).

follows, by deleting the text marked with minus (-) signs at left, and
inserting the text marked with plus (+) signs at left.  All three of
these proposals require a 3:1 majority in order to pass (as they
modify the constitution).

Proposal A: Clarifies status of non-technical documents.  Creates
Foundation Documents class which requires 3:1 majority to change and
includes the Social Contract and the DFSG.

 the project the same protection against hasty changes that the
 constitution itself enjoys. An assumption of this proposal is that
 the Debian Social Contract and Debian Free Software Guidelines are
 distinct works.

There may be some people who may wish to afford the Debian Social
Contract the opportunity of a 25% minority veto, but who do not wish
to extend this opportunity to the Debian Free Software Guidelines.  An
assumption of this proposal is that the Debian Social Contract and
Debian Free Software Guidelines are distinct works.
