Some cables can only charge, they do not have the USB data wires fitted.
They are useful if you need to charge from a potentially hostile
socket, and can be sure that no hacking will be attempted.

It is unusual for the (thin) gold plating on USB connectors to become
dirty. It is possible for frequently-used connectors to become
physically worn, and not to make proper contact, there is no fix for
this.
