The "basic collection of common command-line tools" would be what is
installed by default. Beyond that it surely depends on
personal/organisational preferences as to what is considered
"reasonably complete"?

You could create your own metapackage for this purpose.
A package with tools that might be useful for this is 'equivs' (it
doesn’t require much "real" packaging experience).
