At example of clone commands, i have one question:
  clone 12345 -1 -2
  retitle -1 foo: foo sucks

What does the number "-1" mean in the above example?

The Emglish page is pretty clear to me. The example takes bug #12345 and creates two clones. For commands following in the same mail (where the new ID numbers can not be known while the commands are written) the copies are designated with numbers -1 and -2.

The first copy then gets assigned to someone
gets a new title
Then the second copy gets assigned,
gets a new title,
severity,
and then *another* bug is cloned and referenced as -3
and so on.
Eventually the first copy of the first bug and the copy of the second one are merged.

What part of the workflow or the "temporary" id assignment is unclear to you?
