If you mean always showing the scroll bar _as a bar_ and not a skinny
wire that likes to disappear and having up and down arrows at either
end of the scroll bar take a look at

I didn't do the icons etc. just extracted the tar.gz into Templates and
$ mv Templates/Chicago95-3.0.1/Theme/Chicago95/gtk-2.0
/usr/share/themes/Chicago95/
$ mv Templates/Chicago95-3.0.1/Theme/Chicago95/gtk-3.0
/usr/share/themes/Chicago95/
Start / Settings / Appearance and select the Chicago95 style
Start / Settings / Window Manager and select the Moheli style
