I saw references to that (first) file, but figured that it would be
something that would get parsed by libvirt in order to determine how to
run qemu, not anything that would get parsed by qemu.

I've now looked at the contents of the preinstalled file, and at least
one of the items in there appears (per its comments) to be explicitly a
directive to libvirt, so that seems to back up my initial
interpretation.
