The nominal standard is that 

465 offers authenticated SMTP and requires TLS from the beginning

587 offers authenticated SMTP with STARTTLS upgrading the
connection to TLS after connection (probably required, but can
be optional)

25 is for unauthenticated SMTP with optional STARTTLS.

SSL became TLS; SSL3 got a few gratuitously incompatible changes
to become TLS1.0 because Netscape invented SSL and Microsoft
needed to be appeased. 

Currently, nobody should use anything other than TLS1.2 or
TLS1.3; compatibility with very old devices might require TLS1.1
but in that case there are likely to be other problems.
