Thanks for testing. Since the topic starter has not clarified their question, I do not think more efforts should be put in this discussion. In my case it is pure curiosity if there is some diff of "dpkg --get-selections" output in both cases. However precise behavior might change till the question will arise next time.

For me failed installation sounds like a serious bug, but I have no plan to spend some time to confirm it.
It's seldom a good idea to deselect/uncheck essential/standard installation tasks. You will end up in a uncomfortable situation.
My current system started with no DE at all. My intention was to avoid some packages and I accepted inconvenience caused by 'APT::Install-Recommends "0";'. From my point of view, installer should be flexible.
