It is possible that I did not remember the actual release notes and
did something slightly different. So I'm wondering why I skipped
the "apt upgrade --without-new-pkgs" step. Perhaps because a direct
"full-upgrade" did not show any issue in the proposal.

Note that I also disable the non-local SMTP connections during the
upgrade in order to avoid losing mail that would have been received
during the upgrade.

With a direct "apt full-upgrade" for bookworm, I had:

# apt full-upgrade
[...]
742 upgraded, 127 newly installed, 3 to remove and 0 not upgraded.
