I'm fairly sure that Debian doesn't plan to cease work, yes. The next
release of Debian is actively being worked on and has already had
several thousand package uploads.

Such things are announced on the front page of the Debian web site, and
by email on debian-news and debian-announce, and in micronews at
https://micronews.debian.org/ which has an RSS feed, and on various
social networks.

If you read this list it will also be impossible to miss a release.

Debian major releases don't happen on a fixed schedule. It's more
organic than that, and just tends to be when enough developers feel it
is time to consider a firm plan be made.

You can look at the number of days between previous releases and draw
some conclusions:

from which they guess, "about two years after the last one".
