I am unsure if reviewing "apt list '~o'" output prior to upgrade may help to avoid the issue with file conflict.

Perhaps it would be easier to setup a new trixie VM and to upgrade it to sid. While upgrades between releases are tested, arbitrary issue may arise during upgrade from some old unstable version.

As to ssh, at least some changes are described in
/usr/share/doc/openssh-server/NEWS.Debian.gz
