There is no point to repeat it on the Debian *user* mailing list. Talk to GDM developers (KDE decided to create another DM instead of SDDM).
However in your case it is necessary to fix hardware instead of demanding workarounds in software. A DVI to HDMI adapter is cheap. You VGA adapter is either broken or incompatible with your TV. Just realize that any case you must adjust horizontal position in TV menu several times a day.
You may read docs how to configure default session type. You may read LightDM Gtk greater docs how to configure login screen, but after login, picture will be shifted anyway.
I have no idea if it is possible to instruct Xorg server to use just some area of video output. (Virtual screen larger than monitor resolution was sometimes a useful workaround when 800x600 monitors were not uncommon).
P.S. The above is written despite I believe that session type chooser (and locale one is well) must be adjacent to user selector just because DM should offer session type preferred by the specific user (and it is completely broken in SDDM).
