The following packages are all released before softfreeze 
12.03.25 smartmontools 7.5
15.08.24 cupsfilter 2.0.1
08.04.25 cups 2.4.12
 
I thought the process would be something like: new version is downloaded, then compiled and a deb package is created (and some tests are run).
The current version in trixie of CUPS filters is from January 2023. I don't understand why this is happening.
Can someone please explain why this is happening?

Packages get frozen around the time the next release is being prepared. However, you can often get newer versions of software from Backported packages. So you should enable the Debian Backports archive.
