The OP was specifically about Debian 12 with XFCE, for which the
character selection tool is gucharmap (GNOME Character Map).
Greg (curtyshoo), please, relax. Andreas Ronnquist suggested gucharmap
immediately and the topic starter acknowledged it a day before your posts.
This is
the *correct* answer to the question posed. You've now gone off on an
irrelevant tangent which is par for the course.
Compose key covers a part of use cases of character map applications. It
belongs to hidden interface, so reminders should not harm. Moreover, the
wiki page mentions gucharmap.
People use these desktops environments for the tools they provide.

to the use of XFCE and the tool that mysteriously disappeared.
Isn't the issue that XFCE does not provide character map application out
of the box (at least as it is packaged for Debian)?
I have a VM very close to default XFCE install configuration. I have not
found gucharmap in menus. On the host I have tried
apt install --dry-run --install-recommends task-xfce-desktop
and the application is not mentioned in the output. I am in doubts if
gucharmap mysteriously disappeared or it was never installed on the
particular machine.
