I think something like this -- which presents/repurposes an existing community -- is likely the best way forward. I think GNU Mailman 3 in theory can do something similar, but I haven't seen many instances of that (and the sites I am aware of using Mailman 2 are reluctant to move to 3. Debian does not use Mailman.)

It means the new interfaces are populated with the existing community and you don't have the Ghost Town issue you might otherwise.
