    dpkg -S hwclock

suggests that it is handled by udev:
/usr/lib/udev/rules.d/85-hwclock.rules

It seems, hwclock is not supposed to be invoked during startup in a way 
that does not depend on detected hardware:

systemctl status hwclock.service
○ hwclock.service
     Loaded: masked (Reason: Unit hwclock.service is masked.)
     Active: inactive (dead)
