I'm not sure whether the developer(s) of speech support in the installer
are reading the debian-user list.

The developers of the netinst ISOs have their mailing list at
  debian-cd@lists.debian.org
The message examples there look less like your topic. But on the other
hand the list is low in traffic and a problem report about an upcomming
netinst ISO would be on topic there, too.
