You need to be specific what mini PC you are talking about and its
processor type.
Most ARM based single board computers (SBC) will let you boot without a
monitor. The issue is to then control it - that usually means it needs a
native SSH server enabled in the initial image (usually a SD card)
8 G Ram is more than enough to run a desktop (or not) on a SBC
