For Debian, it seems to exist in buster, bullseye and sid,
but not in bookworm (aka stable) or trixie (aka testing):

  https://packages.debian.org/search?keywords=android-sdk-platform-23&searchon=names&suite=all&section=all

Finding out the reason is left as an exercise to the reader :)
