As far as I can tell yum was removed from Debian in late 2019 / early
2020, and was last available in Buster (Debian 10).

Red Hat replaced Yum with DNF.

dnf/testing,testing 4.22.0-1 all
 Dandified Yum package manager

Also, yum is meant for handling RPM packages, which Debian does not
use to begin with.

Why do you want to install yum? This smells strongly of a XY problem;
there is almost certainly a better way to do what you _actually_ want
to do on Debian.
