Yes, I too was confused why they had ignored your advice (to use nmcli).
I was more asking in the hope they would elaborate, but so far we see
only ifupdown.

Here is the nmcli syntax for the dummy interface. I tested it and it is persistent.
sudo nmcli conn add type dummy ifname ospf ipv4.method manual ipv4.address 10.0.0.1/32
 
Right now I am reading up on systemd-networkd. I figure I might as well build out all three configuration types.
