I confirm the behavior, have been bitten by this. IMHO, it is a nasty
bug: suppose your rely on your kernel command line to disable, say, the
IPv6 stack—because you don't need it and your firewall rules don't
handle IPv6. When grub-pc is purged, the IPv6 stack gets silently
activated on your box, even though you are still naked regarding the
firewall. :(
