I have a very old font editor, that I used briefly (on a neighbor's WinDoze box -- I don't allow WinDoze in my house), circa 20 years ago (I don't recall of the top of my head what it was called), and I think it could convert PS Type 3 to PS Type 1.
So assuming my memory isn't playing tricks on me, it's been done. No idea, however, what will do it, that's currently available. You don't see much PS Type 3 any more, I'm afraid.
