Probably not a government restriction. Debian.org is pretty fast to reach even in Chinese mainland here.

Do you have http testing tools like curl by your hands? It would be useful to take a look at what they say.
Is Debian.org/download ok on your environment? It's weird if Debian.org/download works but the links within do not work.
