Looks like a problem between your network and keyserver.ubuntu.com.

I get no reply from

  ping keyserver.ubuntu.com

But

  gpg --keyserver keyserver.ubuntu.com --recv-keys 473041FA

obviously can contact the server and learn that there is nothing to do
after my previous download experiment:

  gpg: requesting key 473041FA from hkp server keyserver.ubuntu.com
  gpg: key 473041FA: "Debian Archive Automatic Signing Key (6.0/squeeze) <ftpmaster@debian.org>" not changed
  gpg: Total number processed: 1
  gpg:              unchanged: 1

This lasts less than a second.

Maybe you can do something with
  https://ftp-master.debian.org/keys/release-7.asc

But i lack experience with gpg and apt-key. So i cannot propose anything.
