Om all my systems:

brian@5740:~$ ls -l /etc/network/interfaces
-rw-r--r-- 1 root root 475 Nov  3 19:23 /etc/network/interfaces

So the default chmod value of /etc/network/interfaces is 475 ?

No, 475 is the file's size.
The numeric value for the permission "-rw-r--r--" is 0644.
stat /etc/network/interfaces
will show you that.
