"resolv.conf" being overwritten is by design.
In your case it's a problem with misconfigured DSL modem that is the root of your problems.
You can't reconfigure it to send valid information, since you don't have administrative access, so this solution is unavailable.
That alternative solution I was suggesting is exactly what you may call "tidy".
If you implement it, your system will still receive invalid DNS IP address from DSL modem, but it will be "superseded" by valid IP addresses taken from "dhclient.conf", so when "resolv.conf" will be created it will contain valid DNS IP addresses you want.
