pcengines APU2 (3 nic) or APU4 (4 nic) will come in well under that, has 2 or 4GB RAM, quad core 1GHz CPU, and draws 6-12W.
It will also have lower network latency, much higher bandwidth limit, and allow you to run more advanced services on the firewall.
