I tried this and found that the test definition in .XCopose file is working.
However, when I change the .XCompose definition to <Multi_key> <ങ>                     : "✄"
or to
<Multi_key> <ങ> <ങ>                      : "✄", it is not working
or to
<Multi_key> <U0D19>  <U0D19>                : "ങ്ങ"

Just an observation. When it works, the Compose definition works in the terminal from which the command is issued. I did test the definitions that don't work in a new terminal and Kate.
