It's compiled in:
# grep -i HOTPLUG_PCI_PCIE /boot/config-4.19.0-9-amd64
CONFIG_HOTPLUG_PCI_PCIE=y

As they tell at [1] - try adding "pciehp.pciehp_force=1" to the kernel's
commandline.
