That's why I wrote "have to".
Of course, if you choose to reboot it, it's not you OS's fault.

IIUC in your case you could just as well suspend/hibernate instead of
shutting down and that would solve the "just sitting there" problem
without having to reboot: the reboot is your choice and you're indeed
perfectly entitled to that preference.
