Shouldn't a window manager has xserver as dependency ?



sudo apt-cache depends twm
twm
  Depends: menu
  Depends: libc6
  Depends: libice6

  Depends: libxt6

$ sudo apt-cache show twm

Provides: x-window-manager
....

So my question is , shouldnt a window manager has the xserver as a depedency?
