You're putting your stuff in the wrong place.
The files in /lib/udev/ are put there by Debian packages, and you should
not edit them. As you already observed, any edits you make to these
files will be undone in the future.
Your new files should go in /etc/udev/. Anything you put here is NOT
touched by the Debian package manager.
