Here are thee steps I take with tricky device:
*) Identify the device by VID, search web.
 https://wiki.debian.org/HowToIdentifyADevice/USB
*) Install firmware, confirm loading (dmesg) and device has IFACE(ip a).

*) use ifupdown
 https://wiki.debian.org/WiFi/HowToUse#Command_Line
*) increase verbosity with ifup and/or wpa_suplicant
