Perhaps your hotspot uses insecure encryption rejected by modern
systems?

Some encryption (e.g. WEP) is so insecure that it is practically
useless: If you cannot upgrade then consider turning off encryption
altogether and see if that works.

but the encryption provided by Nokia 3 hotspot is WPA2, and it works perfectly with many client devices, except for my laptop.

Since I upgraded to Buster, it worked for a while, but some days ago it stopped working.

I repeat, it doesn't work with my laptop only, and my laptop can't connect with Nokia 3 hotspots only.

This is rather weird.
