And the directory (.hplip) above it is readable/writable for you?

Why not? Depending on how you "become" root,

 - the $HOME environment variable could be still point at "your" home
 - you acquired root's effective, not its real user id -- and the process
   in question looks for the current real user's home (not the default
   in sudo, but afaik that's what might happen, e.g. with setuid
   programs).

Something like that.
