No, it is not meant for UEFI. It is meant for USB sticks which are (were ?) most often formatted with FAT. This is also one of the reasons why the first DVD ISO image size is less than 4 GB which is the maximum file size on FAT (the other one being that it can fit on a 4 GB stick).
