In this case, the latency between the OS issuing a read/write request
and the drive beginning to fulfill it.
IOPs is usually a more useful way of putting it: a spinning disk
offers between 80 and 150 I/O operations (seeks) per second; a
typical SSD offers between 15000 and 600000 IOPs.
