I've investigated a bit more and it actually has something to with EFI 
rather than Debian version.


This Debian 9 clones fine:

Model: IBM ServeRAID M5014 (scsi)
Disk /dev/sda: 998GB
Sector size (logical/physical): 512B/512B
Partition Table: gpt
Disk Flags:

And this one gives the error:
