For those who are only following along on debian-user and not digging
into the packages and bug reports and source code, I would simply like
to add that the clear_console program shipped in Debian's package of
bash is provided entirely by Debian.  It does not come from the GNU
project's bash at all.

The comment at the top of the clear_console.c source code says:

  Copyright (C) 2006-2017 Canonical Ltd.
