It might not be the security update but over the years there have been several instances where installing updates while the OS installs causes strange corruption or missing files on the system.

If this is the case then i would highly advise Long downloads the CD ISO, and install using that with no network connection. That method is more predictable. I don't install updates with the OS anymore, too risky.

Try seeing why apt thinks fuse should not be installed. Not sure how
you'd do this with apt/apt-get, but with aptitude, you can examine
individual packages, their dependencies, and conflicts.

PS. The security updates are most likely not to blame here, methinks.
