In a TTY (no X), "alsa-bat -P default" plays a tone for root, and no sound for a normal user.

I just ran "cat syslog | grep alsa" and got this:

systemd-udevd[413]: Process '/usr/sbin/alsactl -E HOME=/run/alsa restore 0' failed with exit code 99.
