You should only need to install the one package and dpkg will pull in the
depends and is why they need to be in the same directory.

I've never used apt-offline, it sounds like package gdebi, anyways the packages need to be available and in the same directory, but to fix the problem you describe is as simple as #dpkg -i (the missing package/s) once you have downloaded them and put them in the directory you are installing from.
