OK, according to https://wiki.debian.org/Keyboard, you should install keyboard-configuration and follow the on-screen prompts. You probably want to choose either "macbook78" or "macbook79" (the International variant - the number probably indicates the number of keys on your keyboard) as the keyboard MODEL.

Secondly, are you saying that pressing the tilde key produces the string ">or<" or the string "or"? Either way, that's an odd thing to produce. I wonder if you have some sort of macro or keyboard shortcut set up? In what sort of environment does this happen (e.g. Linux Terminal, Gnome, KDE etc?)
