The invitation to update a browser can always be ignored if the download
exceeds or is close to the limit for the month. Most of the time a point
upgrade is modest. 

The essential point when bandwidth is a factor:

This machine doesn't access the internet: point upgrades are of marginal
relevance.

This machine does access the internet: judgement on whether the point
upgrade gives a cost-benefit advantage.
